The first commandment is spot on, although I would recommend that anyone who is new to blogging focus on something they enjoy outside of work (such as sports or the arts) before they start blogging for work. That gives them the opportunity to try out blogging on something they enjoy doing. Our experience at Tech Image has been that the ones who did so developed pretty decent personal interest blogs that helped them learn a lot about blogging in general.
